Elaine’s Vision

I was born and raised in Essex County, Virginia and am proud to call the 68th District home. As your Delegate, I will:

Sustain the Environment: As a marine biologist my priority will be protecting our beautiful landscapes and waterways for future generations to inherit and enjoy. 

Support Local Economy: We must encourage local economic opportunities within the District. Ones that keep the profits within the community while offering a livable wage. 

Protect Equal Rights: Virginians have fought for many generations for civil rights and we cannot go backwards. We must continue to make equal rights, women’s rights, and LGBT+ rights a priority. 

Promote Education: Our educators and students work so hard and it’s important to provide them the funds and resources they need – including rural high speed internet. 

Recent actions taken at the federal level puts all this at risk. The 68th District needs an active voice in Richmond that will stand up for our environment, economy, education, and rights  when they are threatened. 

Who is Elaine?

Virginia Values

Elaine Walters is a lifelong resident of Essex county, the natural resources in this area have inspired a love of nature and the environment, which has been the basis of her career. She obtained an associate’s degree from Rappahannock Community College and completed a bachelor’s degree in Marine Biology and Sustainability Leadership from Old Dominion University. At these institutions, she learned about the ecological balance between land and water that characterizes our area. There are many unique challenges we will face as the climate changes and the sea rises, and Elaine learned about these challenges from the people who understand them best: farmers and watermen.

Innovative Global Ideas

  • After graduating in 2023, Elaine has been traveling all over the world to help save our environment, specializing in protecting nesting loggerhead sea turtles and ensuring their hatchlings have a safe route to the ocean. Her most notable travels have been to the Mojave Desert, where she observed efforts to integrate solar power effectively into urban and rural landscapes, and to the African island nation of Cape Verde, where she experienced and helped build important bonds between ecological restoration and social systems. These bonds helped uplift the community, create better economic opportunities, and establish higher levels of equality. These experiences highlighted the need for innovative community-based solutions within in her home district. This insight, and the conviction that choice and equality are vitally important to the democratic system, has led to the beginning of her campaign to run for House of Delegates in Virginia’s 68th District.

The key to forming solutions to people’s problems is to first understand them; and the best way to understand them is to listen. This campaign has been spending a lot of time traveling the 68th, listening to you. It’s been enlightening, and sometimes fun, and the knowledge gained is well worth the time and the miles.
